New York Teen Driving Laws

New York operates under a Graduated Driver's License (GDL) program, which includes three stages: Instructional Permit, Junior License, and Full Driver's License.

  • Instructional Permit: At 16, New York teens may apply for an Instructional Permit. An Instructional Permit allows teens to drive with a parent, legal guardian, licensed driver over 21, or a certified driving instructor. Teens must complete 50 hours of supervised driving practice (10 hours at night) to move on to the next stage.
  • Junior License: At 16 and a half, teen drivers may apply for their Junior License after completing their required driving practice, enrolling in a pre-licensing course, and passing a road skills test. With a Junior License, teens cannot drive unsupervised between 9:00 PM and 5:00 AM.
  • Full License: At 18, teens with a Junior License will automatically receive a Full Unrestricted License if they have had no prior traffic violations.

Please be aware of additional restrictions for teen drivers in New York.
